I tested 2 random of the products (without connecting the capacitor), they are working. The current they draw is only idle (when it should be around 2uA according to Datasheet) output is around 2mA, output voltages (both while waiting for 3.30 V) output is 3.23 V. When I add a capacitor, I'm guessing these differences will be a little less. I have not measured stable output current limits, they supply around 0.5A to 3.7 ohm load (approximately short circuit) at 4.7 V input.(Products arrived in plastic material bag as expected, 10 as specified.)
